"A neutral country has the obligation not to allow its territory to be used by a belligerent. If the neutral country is unwilling or unable to prevent this, the other belligerent has the right to take appropriate counteraction." |

#3 Understandable. Actual military forces operating in your country makes your country not fully sovereign. However, there is a huge DHS that has supplanted the DEA as the DEA has stepped in doo doo too many times working in Mexico and got several of their agents killed. I would say keep using the DHS and the Mexican marines to keep the twist on the cartels, but offer an open checkbook to those that play along. |
