#10 The issue isn't so much did a sniper fire and hit a target at that range.

It's whether the target stood still long enough during the flight of the slug, less than two seconds.

#13 I would have to ask about the target value.

Were they guarding a highly secure portal from a preemptive assault?
Was the target a significant defensive launch point?
Was it a munitions store? What were the follow-on actions?
