This even made my morning radio report; believe the station is an ABC outlet. Something like carjacking down 85% so there is no hiding it.

#9 Chicago is much, much bigger than DC with more criminal gangs, more crime areas, etc.

The DC deployment is about 2000. A much bigger deployment would be necessary, probably closer to 10,000 or maybe even 20,000.
