Israel isn't poor, if they want weapons they can buy them just like everyone else.
We don't do this for NATO, why would we do it for anyone else?

#3 I read that as the replacement of our stocks not Israel's. It specifically calls out to specify the (standard)) SM-3 IB shipboard missile. A weapon that Israel has never used and does not operate. We used many of those in the Red Sea to counter Houthi attacks.
